Any further US weapons sales to Saudi Arabia or other Gulf Cooperation Council (GCC) states will be on hold until the current dispute with Qatar is resolved, said the chairman of the Senate Foreign Relations Committee, Bob Corker (R-Tennessee).
In a letter to Secretary of State Rex Tillerson on Monday, Corker said he “could not have been more pleased” by President Donald Trump’s recent trip to Saudi Arabia and the summit meeting with heads of other Gulf Arab states.
However, the GCC “did not take advantage of the summit and instead chose to devolve into conflict,” Corker wrote, referring to the Saudi-led blockade of Qatar initiated three weeks ago.
“Before we provide any further clearances during the informal review period on sales of lethal military equipment to the GCC states, we need a better understanding of the path to resolve the current dispute and reunify the GCC,” Corker wrote.

Major US arms sales are subject to preliminary approval by the chair and ranking member of the Senate Foreign Relations and House Foreign Affairs committees before the statutory 30-day congressional review process can start.
Corker’s withdrawal of consent effectively blocks any further weapons sales to Saudi Arabia, Bahrain and the United Arab Emirates (UAE), though it is unclear from his letter whether Egypt is similarly affected.
The hold only applies to future arms sales, and does not affect the $510 million deal narrowly approved by the Senate on June 13.
“All countries in the region need to do more to combat terrorism, but recent disputes among the GCC countries only serve to hurt efforts to fight [Islamic State] and counter Iran,” Corker wrote.
Led by Saudi Arabia, a number of GCC and African countries cut diplomatic relations with Qatar on June 5, accusing the government in Doha of financing terrorism, ties with Iran, and interfering in the internal affairs of other states.
They also imposed a trade blockade of Qatar, a travel ban on Qatari nationals, and even deported 15,000 Qatari-owned camels from their summer pastures in Saudi Arabia.
On Saturday, Saudi Arabia, Egypt, the UAE and Bahrain sent Qatar a list of 13 demands, including restricting diplomatic relations with Iran, closing down a Turkish military base on its territory, cutting ties with the Muslim Brotherhood, and closing down Al Jazeera. Qatar was given a 10-day deadline to comply.
With a total blockade on movement of people and goods from Saudi Arabia, Bahrain and the UAE, Qatar has been increasingly relying on food deliveries from Turkey and Iran. Some 1,100 tons of fruits and vegetables are supplied by Iran every day, according to the Iranian media.
Qatari officials have neither confirmed nor denied the deliveries from Iran, though they have acknowledged and praised Turkey’s shipments of poultry and dairy products.
Ankara has emerged as a major ally of Doha in the dispute, offering to deploy troops to Qatar. The Tariq bin Ziyad military base currently houses about 90 Turkish soldiers, according to Reuters.

The case will be heard "during the first session of October Term 2017,” as the government “has not requested that we expedite consideration of the merits to a greater extent,” the court said.
Foreign nationals from Iran, Libya, Somalia, Sudan, Syria and Yemen who have a "bona fiderelationship" with the United States ‒ such as a relative or a work or educational opportunity ‒ will still be able to enter the country.

Justice Clarence Thomas dissented in part, noting that he would grant the government’s request in its entirety and objecting to the court “keeping the injunctions in place with regard to an unidentified, unnamed group of foreign nationals abroad.”
The compromise will invite “a flood of litigation until this case is finally resolved on the merits,” Thomas wrote. His dissent was joined by two of his fellow conservatives on the bench, Justices Samuel Alito and Neil Gorsuch, who was appointed by Trump earlier this year.
The justices will hear arguments about the second iteration of Trump’s travel ban, which was issued in early March, after the first, harsher version was put on hold by multiple courts. The second executive order, which Trump has complained was “watered down,” was set to go into effect on March 16 for a 90-day review period, but was halted before that could happen.
In mid-June, the 9th Circuit US Court of Appeals upheld the majority of an injunction issued by US District Court Judge Derrick Watson in March. His injunction blocked the Trump administration from enforcing two sections of their revised travel ban. However, a three-judge panel of the 9th Circuit later concluded that the injunction was too broad.
The court granted the government’s application to stay the lower courts’ injunctions that prevent enforcement “with respect to foreign nationals who lack any bona fide relationship with a person or entity in the United States.”
“We leave the injunctions entered by the lower courts in place with respect to respondents and those similarly situated, as specified in this opinion,” the court wrote.
The 9th circuit’s decision to stay the suspension of refugee admissions was also partly overturned, and narrowed to apply only to those who have a “bona fide relationship” to an American individual or entity.
“But when it comes to refugees who lack any such connection to the United States, for the reasons we have set out, the balance tips in favor of the Government’s compelling need to provide for the Nation’s security,” the court said.
Trump called the Supreme Court’s announcement a “clear victory for national security.”
“Today’s ruling allows me to use an important tool for protecting our Nation’s homeland,” the president said in a statement. “I am also particularly gratified that the Supreme Court’s decision was 9-0.”
Two days after the 9th Circuit upheld much of the injunction, Trump had issued a memo to his secretary of state, attorney general, secretary of homeland security and director of national intelligence, instructing their agencies to begin internal vetting reviews and to activate the travel and refugee bans 72 hours after the injunctions are lifted.

Some “99 percent of the chemical weapons stored in Russia have been destroyed,” the high-ranking official said.
The remaining 400 tons of weaponized chemicals is currently “at the last facility in operation to store and destroy the chemical weapons, in the Kizner village in the Udmurt region,” Kapashin added.
Consequently, Russia meets the conditions stipulated in the Chemical Weapons Convention (CWC), which it joined 20 years ago.
In compliance with the document, Russia got rid of the first batch of its chemical weapons, one percent, in 2003. Four years later, 20 percent had been destroyed and, by 2009, Russia was ahead of schedule, having disposed of 45 percent of its chemical weapons.
“We’re finishing Stage Four a year earlier, too, and will destroy all 100 percent of the chemical weapons stockpile by the end of 2017, not 2018,” Kapashin concluded, speaking to Interfax.
The Federal Administration for the Safe Storage and Destruction of Chemical Weapons is in no rush, however, the official said, noting that it won’t “allow any breaches in the process discipline” when eliminating the remainder.
According to Kapashin, accumulating experience, making suggested improvements, and reliable state technology have all sped up the process used for destroying the weapons.

Touted as the solution to Britain’s fading global power, the £3 billion HMS Queen Elizabeth aircraft carrier is set to leave port for the first time to undertake sea trials.
The 65,000 ton vessel, which will be the UK’s first aircraft carrier since the HMS Ark Royal was scrapped in 2010, is due to leave the shipyard at Rosyth, Scotland, on Monday.
Eleven tugs will be needed to maneuver the vessel, which is as long as three football fields.
She will have to squeeze into the estuary through the narrow exit from her dock.
Once free, she will wait for low tide and have her tallest masts and antennae stripped down to pass under the Forth bridges, before making her way to the open sea under her own power.
Despite the upcoming trials, the carrier is not expected to be ready for action for several years.

Ex-president Park, who was impeached due to a corruption scandal, signed a document approving a “leadership change”in North Korea back in 2015, the national daily reported on Monday citing unnamed sources. South Korea’s intelligence agencies were to prepare operations to carry out the plan.
The report notes that the plotters considered arranging accidents, with a car accident or the derailment of a train carrying Kim Jong-un on the table. Park’s administration also reportedly considered staging a coup in North Korea.
The military activities of South Korea’s communist neighbor, including its nuclear arms development programs, apparently motivated the alleged plot, Asahi Shimbun notes. Tension between Seoul and Pyongyang spiked in August of 2015 as the countries exchanged fire after the North fired a projectile at the border city of Yeoncheon.
However, the plans to assassinate the North Korean leader were not picked up by President Moon Jae-in’s administration after Park’s impeachment, the daily reports.
In May, North Korea accused US and South Korean spy agencies of plotting to kill Kim Jong-un with some “biochemical substances,” the country’s Ministry of State Security said, as quoted by AFP. 
North Korea’s Asian neighbors have been gravely concerned about its missile and nuclear tests for a long time. Pyongyang has conducted dozens of missile launches and tested two nuclear bombs since the beginning of 2016, in violation of UN resolutions. The North consistently threatens to carry out these tests when Japanese, South Korean and US fleets are conducting naval drills in the region.
On June 22, North Korea reportedly tested a space rocket engine that can be installed on an intercontinental ballistic missile (ICBM) potentially capable of reaching the US mainland, according to American officials cited by media outlets.
In April, the US deployed its Terminal High Altitude Area Defense (THAAD) anti-missile system in South Korea to protect the country from its northern neighbor. The deployment triggered protests in South Korea, as some citizens see THAAD as giving the North Korea reason to strike. The deployment of the system has been delayed, however, as the newly elected president, who is also a THAAD sceptic, has demanded that an environmental impact probe be conducted, which could take up to a year.

Violent protests against police brutality have erupted in east London over the death of a 25-year-old black man who died from wounds allegedly sustained during his arrest by police. Six police officers were injured in the clashes with rioters.
After holding a minute of silence Sunday evening, a large crowd of activists holding Black Lives Matter signs went on a rampage in the vicinity of Forest Gate police station near the spot where Edir Frederico Da Costa was detained by police on Thursday, June 15. His family alleges that the 25-year-old black man had died after being mistreated by the Metropolitan Police.
Eventually bricks were thrown at riot police lines. Street fires were also lit outside Stratford bus station and outside the police precinct.
Shouting, “We want justice,” and “No justice, no peace, no racist police,” the protesters stood face-to-face with police lines in full riot gear outside the station.
Meanwhile, firefighters rushed to the scene to extinguish the flames.
“A small number of roadway fires – involving the contents of litter bins – were started. These were dealt with by the London Fire Brigade. We are not aware of any damage to local buildings,” the Metropolitan Police said in a statement, according to the Guardian. 
The violence was quelled just before 11pm local time. The protest resulted in four arrests, according to a police statement. Six officers were injured in the confrontation, of whom four were taken to a local hospital, one with a facial injury and another with a head injury.
Two police cars were also damaged during the protest.
Da Costa, known as Edson, slipped into the coma after being brutally beaten by police, his relatives allege, claiming that he suffered spinal and head injuries on June 15. Edson died six days later.
The Independent Police Complaints Commission (IPCC) has launched an investigation into his death.
“Mr. Da Costa was detained by police officers. During this interaction, it is believed police officers used force and deployed CS spray,” a spokesman for the IPCC said after the launch of the investigation. “Mr. Da Costa became unwell, first aid was administered, an ambulance was called and he was taken to hospital. Tragically on Wednesday, 21 June, Mr. Da Costa died.”
Thursday’s post-mortem examination of Da Costa body, however, found no spinal injuries that could have been caused by police brutality.
Despite the coroner’s conclusions, the UK Black Lives Matter movement, using the #Justice4Edson hashtag, organized Sunday’s demonstration to demand answers.

Russian officials say the Confederations Cup soccer tournament that the country is hosting will not be marred by the national team’s elimination from the competition.

"Like anyone, I am a bit frustrated that no result has been achieved,” said Deputy Prime Minister Vitaly Mutko, who is also head of the Russian Football Union (RFU). “It is football, a great game. It does not always go along as we wish.”
He added, though, that the elimination should not “cast a shadow on the festivities.”
“It is football and someone has to lose.... We are hosting a great football festival and we will carry on with the world-class event."
The Confederations Cup is widely seen as a test of Russia's readiness to host the much larger 2018 World Cup tournament.
The team’s loss comes after an early departure from last year's European Championship, when it was unable to gain a victory and was regarded as one of the worst-performing teams in the tournament.
Nevertheless, Russia's coach Stanislav Cherchesov said the team had made major strides since last year.
"What we started with after the European Championship and what we have today, I think we have managed to accomplish a qualitative leap and we should not stop where we are," Cherchesov said.
Along with Mexico, Portugal -- which defeated New Zealand 4-0 on June 24 -- will advance to the Confederations Cup semifinals.
On June 25, Chile will face Australia in Moscow, while Germany plays against Cameroon in Sochi to determine the other semifinal competitors.

After meeting in Paris, the French and Ukrainian presidents have voiced hope of making progress in resolving the conflict between government forces and Russia-backed separatists in eastern Ukraine.
French President Emmanuel Macron told a joint news conference with Ukraine’s Petro Poroshenko on June 26 that he expected “consultations” to be held within a four-way process known as the Normandy format before a G20 summit in Germany on July 7-8. 
It was not immediately clear whether the consultations would occur in person or take the form of a telephone conversation between the leaders of the countries involved – France, Germany, Russia, and Ukraine -- as was the case on a number of occasions in the past. 
Poroshenko said that he was "much more optimistic" following his meeting with Macron, adding that "peace can take the form of ending the Russian aggression." 
"We have agreed that we will put on paper projects of possible solutions for the Normandy format," he also said.
A cease-fire agreement brokered by France and Germany was signed in Minsk in February 2015 aiming at ending the conflict in eastern Ukraine that has killed more than 10,000 people since it began in April 2014, according to the United Nations.
But the deal has failed to end artillery fighting in Ukraine’s east, with each side accusing the other of violating the truce.
Macron said that German Chancellor Angela Merkel shared his determination to resolve the conflict, adding that he disagrees with U.S. Secretary of State Rex Tillerson's view that the hostilities in Ukraine could be resolved outside of the Minsk agreement framework.
Tillerson told U.S. lawmakers on June 14 that “it is very possible that the government of Ukraine and the government of Russia could come to a satisfactory resolution through some structure other than Minsk that achieve Minsk."
“My caution is I wouldn’t want to handcuff ourselves to Minsk if the parties decide to settle this through a different agreement,” Tillerson also told the House Foreign Affairs Committee.
Macron also insisted that France refuses to recognize Russia's illegal annexation of the Ukrainian region of Crimea in March 2014, saying, "France is committed to Ukraine's sovereignty with its recognized borders."
The comments come two days after Russian President Vladimir Putin visited Crimea on a trip that Kyiv condemned as a violation of its sovereignty.
Poroshenko called for the release of Ukrainians held by separatists in the eastern Ukrainian regions of Luhansk and Donetsk as well as in Russia. 
"One hundred and twenty-eight Ukrainian captives are held on the occupied territory and more than 40 in Russian jails,” he said. “We would expect that a revival of the consultations in the Normandy format will enable us to achieve instant progress in this highly sensitive area."
In Moscow, Kremlin spokesman Dmitry Peskov said the four leaders of the so-called Normandy group may hold a phone conversation soon. 
"Such a possibility is being worked out via diplomatic channels," Peskov said.
Poroshenko's visit to Paris comes after European Union leaders last week agreed to extend the bloc's economic sanctions against Russia by six months.
The sanctions were first imposed by Brussels in 2014 as a response to Russia’s annexation of Crimea and its military backing to the separatists who hold parts of the Donetsk and Luhansk regions.

Mai ricevuta una carezza da una gomma di Formula 1? Le chiamano supersoft, ma se ti toccano la fiancata ti spostano la milza. Accade a Baku, dove un Gran premio in apparenza soporifero come troppi diventa un torneo da cavalieri antichi.

Giù la visiera del casco e via con le lance a 300 all' ora. E finalmente dopo anni di sbadigli i due più forti piloti del circo decidono di sancire un' antipatia finora solo sussurrata in qualcosa di muscolare.

Tutto accade in Azerbaijan nella luce bassa da eterno tramonto. Durante un giro controllato dalla safety car, Hamilton frena e Vettel lo tampona.

Roba da Signor Rossi all' ora di punta. Il ferrarista si inalbera perché è convinto che l' inglese l' abbia fatto apposta. Lo affianca, lo insulta e lo colpisce con la gomma guadagnandosi dieci secondi di penalità per fallo di reazione. Alla fine lui è quarto e Hamilton quinto. La gara più pazza dell' anno è vinta da Daniel Ricciardo sulla Red Bull davanti a Vallteri Bottas (Mercedes) e a Lance Stroll (Williams). Vettel rimane in testa al mondiale ma protesta: «Hamilton è stato pericoloso, perché hanno punito solo me?».

Risposta del campione del mondo: «Un quattro volte iridato non fa così. Evidentemente quando ho frenato non stava guardando». Il team manager della Ferrari, Maurizio Arrivabene, chiosa irritato: «Se siamo al Colosseo ditelo».

Bentornata cara vecchia sportellata. Grazie a Vettel e Hamilton torniamo giovani, quando la Formula 1 era una guerra di nervi fra campioni col brivido in corpo. «Roba da uomini e non da ingegneri», come sintetizzò un giorno Jackie Stewart, lo scozzese volante che adesso si limita a consigliare i ragazzi di non bere prima di guidare. Corse e rincorse, una vita a perdifiato. Gilles Villeneuve diventò immortale morendo giovane, come Wolfgang Amadeus Mozart. Ma entra nel cuore di tutti quel giorno a Digione.

È il primo luglio 1979, Gran premio di Francia, ultimi cinque giri. Il canadese ferrarista e l' idolo di casa Réné Arnoux danno vita a un duello pazzesco: quattro sorpassi, con Villeneuve praticamente senza freni che utilizza le staccate per mettere il muso davanti e la possente Renault del francese, con problemi di pescaggio carburante, nettamente più veloce in rettilineo. Cavalieri del mito, auto che sembrano corazze lucenti con le ruote: i due si toccano, ringhiano, si risorpassano.

Arriva davanti Villeneuve per 24 millesimi. Lui secondo, l' altro terzo. Poiché il mito ha bisogno di Omero per essere raccontato, è commovente ancora oggi andare su Youtube e rivedersi quell' impresa ascoltando la voce dei nostri Gran premi da tinello, Mario Poltronieri.

La Formula 1 non è una partita di burraco, se non rischi qualcosa per imporre la tua idea di velocità o non vale niente quell' idea o non vali niente tu. Lo sapevano due fra i più grandi: Ayrton Senna, sua maestà, il pilota che oggi guida in cielo la supercar di Dio, e Alain Prost, il computer con due gambe e un cuore (forse) che per anni ha provato a mettere la sua macchina davanti a quella del brasiliano. E quando non c' è riuscito non ha mai avuto pudore nell' accusare i motoristi. Famosa la frase: «Questa Ferrari è più lenta di un camion».

Per due anni consecutivi il circuito di Suzuka è il teatro della sfida che presto sarà un film: 1989, Prost arriva in Giappone con 16 punti di vantaggio e sorprende il rivale al via. Ma Senna è in rimonta e a sei giri dalla fine tenta il sorpasso decisivo: Prost lo stringe, le macchine si toccano. Gara finita? Con Ayrton non è mai finita. Risale sulla McLaren, è furibondo, si fa spingere da un commissario, spara giri da record e va a vincere. Ma per quell' aiutino viene squalificato. E per le polemiche avrà la licenza sospesa per sei mesi.

L' anno successivo chi di sportellata ferisce di sportellata perisce. Senna è in vantaggio nel mondiale ed è in pole. Parte meglio Prost, ma alla prima curva i due si centrano. Fine della corsa, fine del mondiale, odio palese e duraturo. Commento finale di Senna: «A volte le gare finiscono alla prima curva, a volte a sei giri dalla fine».

Ma la sportellata suprema, quella del secolo, avviene a Jerez de la Frontera, in Spagna, proprio 20 anni fa. In un ottobre che sa ancora d' estate Michael Schumacher e Jacques Villeneuve (il figlio di Gilles, capelli decolorati e musica dei Sex Pistols per caricarsi) si trovano davanti all' ultima gara. Il ferrarista ha solo un punto in più. È la corsa senza ritorno, è la sfida del diavolo. Schumacher parte meglio, la Ferrari sembra volare, ma Villeneuve con meno benzina nei serbatoi della Williams diventa velocissimo. Dai box Ferrari dicono a Schumi che l' altro sta arrivando, e lui lo soffre.

Nell' uno contro uno il figlio di Gilles somiglia a suo padre, stesso sangue, stessa follia.
Al giro 47, curva Dry Sac, tutto si compie. Ed è Schumacher a raccontarlo: «Ho guardato nello specchietto e l' ho visto lontano. Quando ho riguardato ce l' avevo a fianco».

Sterzata istintiva per buttarlo fuori, ma Villeneuve se ne va e a finire nella sabbia è il tedesco. Sconfitto, frustrato, ma mai così umano. E consapevole come tutti i grandi del comandamento numero uno, dimenticato fino al rodeo western di ieri nel tramonto di Baku: l' unica legge dei guerrieri d' acciaio è quella della giungla.

La vicenda che ha portato alla condanna delle otto principesse risale al 2008, quasi 10 anni fa. All’origine, la denuncia di una cameriera, che era riuscita a sgattaiolare libera da un lussuoso albergo di Bruxelles, il Conrad. Qui le principesse sono state ospiti per vari mesi, fra il 2007 e il 2008, occupando un intero piano. Erano seguiti raid della polizia e sopralluoghi da cui erano emersi comportamenti non proprio, o forse proprio, signorili.

Le donne – secondo quanto si legge sulla stampa belga – sarebbero state costrette a comportamenti altamente degradanti e soggette a diversi e ripetuti maltrattamenti, in alcuni casi ricattate per il loro status di immigrate clandestine senza regolare permesso di soggiorno.

Nemmeno nei suoi sogni più voluttuosi la destra poteva augurarsi un tale rientro in partita. Silvio Berlusconi e Matteo Salvini avrebbero messo dieci anzi cento firme sotto la conquista di Genova la «rossa». Figurarsi con quale soddisfazione sono stati accolti i primi exit-poll di stanotte, con la cattura di 15 città, da Catanzaro a Verona passando per L' Aquila e la sola debacle di Lecce. Gode il mondo berlusconiano, con il Cav che oggi canterà vittoria.

Ne anticipale note Renato Brunetta in versione Bob Dylan: «The Times they are a Changin'», annuncia euforico, «i tempi stanno cambiando grazie al nostro protagonismo sul referendum e alla congiuntura economica più favorevole, che frena l' antipolitica». In giornata si farà sentire pure Salvini, con un discorso al Consiglio federale leghista. Pure lui tenterà di accaparrarsi i meriti, che andrebbero perlomeno divisi con il vero grande protagonista di questa fase, Giovanni Toti.

Gli occhi sono puntati tutti su di lui, che nei giorni scorsi si mordeva la lingua dinanzi a certe provocazioni berlusconiane (per esempio quando Silvio manifestava l' intenzione di coinvolgere nel futuro governo vecchie glorie come Montezemolo e Frattini), ma ormai non sente più l' obbligo di trattenersi.

SE SI SCATENANO GLI ISTINTI 
Il rischio che Toti o Salvini rispondano al Cav è elevato, sebbene Niccolò Ghedini stia prodigandosi per il disarmo. Per cui il vero punto di domanda è se riuscirà il centrodestra a capitalizzare il frutto della buona sorte, oppure sprecherà tutto rendendo amaro il trionfo. In molti temono adesso lo scatenarsi degli istinti animali, dei personalismi, delle rabbie mal represse. L' esperto Maurizio Gasparri sente aria di resa dei conti e predica buonsenso: «E' il momento di mostrarsi saggi. Dal voto emerge una spinta positiva per la coalizione di centrodestra, da assecondare con equilibrio».

In fondo è vincitore a Genova «non un leghista con l' elmo e le corna, ma un manager moderato come Bucci, idem altrove». Segno che la «lezione» di Genova si può leggere in mille modi. Per esempio, Anna Maria Bernini vede il centrodestra di nuovo vincente in futuro, a patto che resti unito e «sappia esprimere una cultura di governo» (traduzione: sbagliato limitarsi a cavalcare nelle steppe della protesta).

SCONTRO GENERAZIONALE 
Il paradosso è che proprio la smania di mettere le mani sul bottino potrà scatenare nei prossimi giorni un conflitto, in parte politico e in parte generazionale, tra i più giovani fautori del partito unico «sovranista» (oltre a Salvini e Toti pure Giorgia Meloni) e l' anziano quattro volte premier. Se condividere lo scettro fosse il prezzo dell' unità, Berlusconi ne farebbe tranquillamente a meno.

Non per nulla l' uomo tornerà già oggi alla carica per una riforma elettorale di stampo tedesco: ora che ne ha capito i risvolti, il modello germanico è diventato il suo "pallino". In alternativa tenterà di ottenere un premio non al partito ma alla coalizione. In generale, qualunque formula possa evitargli di convivere nella stessa lista con l' odiato Salvini sarà bene accetta.

Per questo, la grande preoccupazione ad Arcore è che Renzi non sappia perdere, l' insuccesso delle Comunali gli dia alla testa e il segretario Pd possa reagire alla sconfitta scaricandone la colpa sul governo. Insomma, Berlusconi teme una grande fibrillazione, e un ritorno veloce alle urne, senza che nemmeno si sia messo mano alla legge elettorale, lasciandolo così prigioniero di Salvini (e Salvini di Berlusconi: una disgrazia per entrambi).
